The L1 Site Safety and Health Officer (L1 SSHO) is responsible for the performance of all O&M safety activities supported as part of this task order. Per the Performance Work Statement (PWS), the designated L1 SSHO is a key personnel position, cannot be dual-hatted, and must be onsite at the primary Medical Treatment Facility (MTF) during normal business hours.

The L1 SSHO implements and manages the comprehensive, site-specific safety program to ensure full compliance with the PWS, the USACE EM 385-1-1 Safety and Health Requirements Manual, and all applicable federal, state, and local regulations. The successful candidate will be knowledgeable with codes and standards from the National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), The Joint Commission (TJC), and the Environmental Protection Agency (EPA).

RESPONSIBILITIES AND DUTIES:


  • Perform all duties in accordance with the Operations and Maintenance Performance Work Statement.



  • Develop, implement, and maintain the site-specific Accident Prevention Plan (APP) and all necessary Activity Hazard Analyses (AHAs).
  • Serve as the primary point of contact for the contractor's safety management program and shall be responsible for all aspects of the management and administration of the program.
  • Ensure all site operations comply with the latest version of USACE EM 385-1-1.
  • Exercise emergency authority to prevent or stop unsafe acts when immediate action is required.
  • Perform internal safety audits and inspections to identify and correct hazardous conditions and unsafe acts.
  • Responsible for the coordination and monitoring of Alternate SSHOs, Designated Representatives (DR), and Competent Persons (CP) as required by the contractor's approved AHA, particularly for work outside normal duty hours or at remote locations.
  • Conduct safety orientation for new personnel and lead regular, documented safety training for all site employees and subcontractors, including weekly safety meetings.
  • Prepare, coordinate, and submit all safety-related reports and submittals to the government and corporate office as required by the contract.
  • Implement and manage the Hazard Communication Program.
  • Assist the Contract Maintenance Manager (CMM) in establishing and reviewing safety plans, policies, and procedures.
  • Ensure all project personnel are compliant with and wearing all required personal protection equipment (PPE) for the specific work activity being performed.
  • Conduct preparatory, initial and follow-up meetings to establish an understanding of the standards of care desired for each definable feature of work.

  • The L1 SSHO shall be present on-site at the primary MTF during the facility's normal duty hours (currently Monday-Friday, 0730 to 1630).


Knowledge, Experience and Skill Requirements:



  • Minimum five (5) years of cumulative safety experience within the last ten (10) years in managing or implementing a Safety and Occupational Health (SOH) program on projects similar in industry type, size, and complexity as this task order.
  • Resume or certificates demonstrating twenty-four (24) hours of documented formal SOH related training within the past five years, and maintenance of competency through 24 hours of formal safety and health related training every three-year period thereafter.
  • Prefer experience working as a safety manager in a medical operations and maintenance environment.
  • Must have working experience with NFPA, OSHA codes and standards, TJC accreditation and EOC.
  • General knowledge of safety discipline and project management.
  • Competence with Microsoft Office products to include Word and Excel.

  • Excellent communication skills and dedication to excellent customer service.
  • Reliable transportation to work.
  • Ability to read, apply common sense, understanding to carry out detailed but uninvolved written or oral instructions.
  • Ability to read, comprehend, and write simple instructions, short correspondence, and memos.
  • Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.

  • Participate in the achievement of Valiant's QHSE objectives and targets, both those at departmental and company level.


Licenses and Certification:

Required:



  • OSHA 30-hour training card
  • High school diploma/GED or higher education.
  • Valid driver's license.
  • Must be able to pass background check.


Physical Requirements:



  • Employee is regularly required to sit; use hands to handle or feel and communicate effectively. Frequently required to reach with hands and arms and occasionally is required to stand; walk and stoop, kneel, crouch, or crawl. Employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
