The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of Defense (DoD). These clients include the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), DARPA, the Joint Staff, and USINDOPACOM. SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future. We have an upcoming need for a Senior Transportation Subject Matter Expert to support the Transportation Directorate for the Deputy Assistant Secretary of Defense for Logistics (DASD(LOG)). This role is located onsite at the Pentagon in Arlington, VA. Responsibilities The candidate will support the DASD (LOG) Transportation Directorate with maintaining policies and processes across all DoD Transportation Directives, instructions, regulations, and manuals. The candidate will recommend policy and process changes for DoD Transportation issuances, to include: DoDD 4510.11, "DoD Transportation Engineering"; DoDI 4500.53, "DoD Commercial Air Transportation Quality and Safety Review Program"; DoDI 4515.13, "Air Transportation Eligibility"; DoDI 4540.07, "Operation of the DoD Engineering for Transportability and Deplorability Program"; DoDM 4510.12, "DoD Transportation Engineering Program"; DoDD 5101.11E, "DoD Executive Agent for Military Postal Service and Official Mail Program"; DoDI 4525.09, "Military Postal Service"; DoDD 4500.09, "Transportation and Traffic Management"; DoDI 4500.43, "Operational Support Airlift"; DoDI 4500.56, "Use of Government Aircraft and Air Travel"; DoDI 4500.57, "Transportation and Traffic Management"; and DoDI 5158.56, "Joint Deployment and Distribution Enterprise (JDDE) Planning and Operations". The candidate will also have the technical knowledge to draft requests for exceptions to policy, review proposed changes to the Defense Transportation Regulations (DTR) to recommend concurrence/non-concurrence, and provide planning expertise for projects, resourcing, events, scheduling, and meeting facilitation. Additional responsibilities include providing program oversight of the Joint Transportation Management System (JTMS); providing program management support for the Transportation and Logistics Services Category Manager; researching procurement practices for logistics, transportation, and distribution, as well as DoD transportation initiatives; identifying, evaluating, and making recommendations on industry best practices; and providing key DoD transportation metrics on a quarterly basis. Qualifications Required:
10+ years of relevant experience and an MBA or Master's degree in logistics management OR 20 years of relevant experience and a Bachelor's degree.
