Job Overview
The Talent Acquisition Manager is responsible for developing and leading a world-class recruiting function in a diverse, decentralized, and mission-driven environment. This role is critical in developing forward-thinking talent acquisition strategies, ensuring compliance with federal contracting regulations, and building strong, service-oriented partnerships with internal stakeholders and external partners. The ideal candidate will bring deep experience in global recruiting for federal government services contracting, a strong understanding of security clearance requirements, and a proven ability to manage, develop, and inspire high-performing recruitment teams. Salary Range: $116,428.65 - $145,536.10 Benefits: Medical, Dental & Vision, STD, LTD, AD&D, Retirement plan, life insurance, Paid Time Off and Holiday pay. Work Model: Hybrid
Responsibilities
Essential Duties & Job Functions:
- Lead and manage the corporate talent acquisition team and provide oversight to site-level recruiting and HR teams.
- Develop and implement comprehensive talent acquisition strategies aligned with business objectives and contractual obligations.
- Build and sustain partnerships with universities, trade schools, military transition programs, and professional associations to enhance talent pipelines.
- Collaborate with hiring managers and HR business partners to design proactive sourcing strategies tailored to current and anticipated hiring needs.
- Promote a consistent recruitment approach by mentoring and training jobsite recruiters and hiring managers across business units.
- Lead initiatives to strengthen employer branding, including the development of recruitment marketing materials.
- Identify high-potential internal talent and support succession planning through targeted development and promotion strategies.
- Coordinate recruitment efforts for key business drivers including proposals, surge hiring, and contract transition phases.
- Maintain compliance with applicable contracting recruitment regulations, including FAR, DFARS, OFCCP, federal/state/local or host country labor law, and other applicable guidelines.
- Lead full-cycle recruitment for high-impact positions including executive, strategic, and hard-to-fill roles.
- Optimize ATS functionality to drive process efficiency, ensure data integrity, and support regulatory compliance.
- Monitor and report on key recruitment metrics, providing insights and monthly analytics to inform leadership decisions.
- Advise hiring managers on candidate market trends, competitive positioning, and sourcing strategies.
- Collaborate with HR leadership on the development and implementation of recruitment policies and continuous improvement initiatives.
- Build and manage external relationships with government agencies, military support programs, industry associations, and recruitment vendors.
- Collaborate with Chugach Alaska Corporation's Shareholder Development & Relations department to support targeted shareholder hiring initiatives.
- Promote and support shareholder hiring and workforce development as a key organizational priority.
- Partner with senior leaders to identify workforce challenges, forecast staffing needs, and develop appropriate hiring strategies.
- Serve as a recruitment subject matter expert and advisor to corporate leadership on strategy, compliance, and performance.
- Set performance expectations, provide regular coaching, and feedback, and ensure accountability across the recruiting function.
- Champion professional development and retention initiatives within the recruitment team.
- Personify the Company's core behaviors.
- Perform other related duties assigned.
Job Requirements
Mandatory:
- Minimum of 7 years of talent acquisition leadership experience in global government services contracting environments.
- At least 6 years of experience recruiting for both cleared and uncleared positions, with solid knowledge of security clearance processes.
- Demonstrated success managing recruitment in decentralized organizations, including multi-state and overseas operations.
- 4 years total experience recruiting for roles in Construction, IT, Job Corps, and/or Base Operations Support (BOS) contracts.
- Proven experience in proposal-based recruiting, surge hiring, and contract transition staffing.
- Bachelor's degree in human resources, business, or a related field.
- Expertise in managing and optimizing ATS and HRIS platforms.
- Strong interpersonal and advisory skills with the ability to influence stakeholders at all levels.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
- Ability to successfully pass any background checks and/or drug testing required on the contract.
- Willingness to travel up to 25%.
