In this role you will aid teams of preconstruction professionals to develop an internal estimate, engage subcontractors, analyze bids, and compile an estimate.

Job Responsibilities:

    Pre-Estimate:
    • Participates in Estimate Plan meeting and aids the preconstruction team as assigned.
    • Participates in pre-bid meetings and site visits.
  • Estimate Development:
    • Helps in compiling work products from multi-disciplinary estimators into a single complete estimate.
    • Helps ensure that the estimating team has the necessary information to develop the estimate. If information is lacking, then is responsible for communicating that need to the estimate lead.
    • Assists or manages RFI lists (subcontractor, internal, and/or owner), as required per proposal.
    • Assists with the appropriate resources to determine the project specific tax and insurance requirements.
    • Helps ensure that clarifications are complete and compiled into a single document.
    • May assist with owner bid form and coordinates with marketing for inclusion in the formal proposal.
    • Reviews RFP requirements to help determine compliance. Responsible for communicating to estimate lead when deviations exist.
    • During estimate review, leads discussion on scopes-of-work estimated.
  • Subcontractor Management:
    • Helps build and maintain subcontractor relationships.
    • Helps develop subcontractor search and communication strategy and helps ensure that the sub engagement team adheres to that strategy.
    • Helps, manages, or participates with the development of the subcontractor/vendor bid list.
    • Helps ensure only qualified subcontractors receive bid documents.
    • Meets with local subcontractors as needed.
    • Organizes and leads pre-bid meetings, if required.
    • Helps develop and distribute subcontractor bid packages, including but not limited to, NDA's, RFP, drawings, scopes-of-work, bid forms, contract attachments, schedules, and site logistics plans. Coordinates with operational resources, as needed, to ensure completeness of bid packages.
    • Works with the Business Diversity Coordinator when proposing on federal or public sector agency projects to develop a Small and/or WMBE business participation engagement plan that complies with project requirements.
    • Receives quotes and conducts subcontractor analysis. Organizes and leads scope review meetings for scopes of work estimated by Precon Specialist. Makes recommendation for selection.
  • Post Estimate:
    • Helps submit project budget to accounting.
    • Participates in scope review meetings, if applicable.
    • Assists in subcontractor selection.
    • Assists Project Management team with compiling scope-of-work documents for contractual agreements.
    • Assists with compiling lessons learned for the precon phase, if applicable.
    • Participates in lessons learned meeting at project close. Helps understand budget underruns and overruns, and communicates those lessons learned to the precon department.
  • Database Maintenance:
    • Helps maintain preferred subcontractor database.
    • Helps maintain bid forms and bid packages database.
    • Helps maintain cost history database.
    • Helps maintain estimating database.
    • Helps maintain lessons learned database.
  • Travel:
    • Meets with local subcontractors, attends bid walks, and attends conferences as necessary.
    • Expected travel 5-20%
  • Misc:
    • Perform other duties as assigned.
  • Level II Additional Responsibilities:
    • May create and lead the Estimate Plan meeting with the oversight of the lead estimator.
    • Ability to lead an estimate with minimal supervision.
    • Transitions from a support role to a lead role.
    • Develops general conditions estimate with the oversight of the lead estimator.
    • Participates in design review meetings. Reviews and monitors scope, cost, and constructability during design development.
    • If information is lacking, then is responsible for communicating the need to the proposal leader, design team, or customer, as required for that proposal.
    • If in the lead estimator role, assists with the development of lessons learned for the preconstruction phase.

Education/Experience:

Preconstruction Specialist Level I:

  • Bachelor of Science Degree in accredited construction related curriculum, such as Civil Engineering, Construction Management or equivalent or 5 years of relevant experience in the construction industry.

Preconstruction Specialist Level II:

  • Bachelor of Science Degree in accredited construction related curriculum, such as Civil Engineering, Construction Management or equivalent plus 2 to 4 years of experience; or 7 years of relevant experience in the construction industry.

Specific Knowledge, Skills, License, Certifications:

  • Ability to understand owner/engineer requirements with conceptual ability to work with minimal information.
  • Knowledge of construction, materials system, market conditions and trade practices.
  • Knowledge of estimating software (preference for Beck Destini, Accubid, Bluebeam, InSite, etc.)
  • Excellent computer skills and familiarity with Microsoft Office suite programs
  • Detailed and deadline oriented, well-organized and ability to prioritize.
  • Strong organizational skills.
  • Excellent oral and written skills.
  • Ability to communicate effectively with internal clients, external clients, and subcontractors.

Environmental Factors and/or Physical Requirements:

While performing the duties of this job, this position is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights of 10-50 pounds. Requires good hand-eye coordination, and arm, hand and finger dexterity, including the ability to grasp, and visual acuity to use a keyboard, operate equipment and read application/form information. The associate frequently is required to sit, reach with hands and arms, talk, and hear.
