Data Programmer Analyst
Purpose:
- Valkyrie Enterprises has an immediate need for a Metrics & Data Programmer Analyst (MDPA) in Virginia Beach, VA to serve as a vital contributor to the Navy Afloat Maintenance Training Strategy (NAMTS) program, supporting data-driven decision-making and operational efficiency.
Job Description:
- Primary responsibilities include developing and maintaining web-based tools and user accounts across various web-enabled training and reporting platforms. Collaborates with a team of developers to build and sustain data systems and interfaces using modern business intelligence tools and open-source technologies. Designs solutions that support user-defined reports, automated metrics, and data workflows using tools such as Linux, HTML, and scripting languages, tailored to meet the evolving needs of Sailors, NAMTS Coordinators, and leadership.
- The MDPA primary job responsibilities will be to maintain all CNRMC NAMTS user accounts in CeTARS, MOODLE and Qualification Progress Reports databases. The DPA will use various programming languages to develop and maintain web applications on the CNRMC NAMTS Moodle training site, including code writing for site-based tools, dashboards, and database-driven features. The DPA will also aid in the management of all CNRMC NAMTS user accounts in MOODLE, and Qualification Progress Reports databases.
- The DPA works under the guidance of NAMTS Project Manager to compile, manage and analyze large datasets from multiple structured and unstructured sources to create and develop user defined ad hoc reports and dashboards that will identify assessment data for the NAMTS program. The DPA will also contribute to the development and maintenance of custom web-based tools that enhance the functionality and usability of the NAMTS training site and other web-based platforms supporting CNRMC training initiatives.
- Create Program Certification Designators (PCDPs) for both ashore and afloat commands.
- Provide responsive, user-focused support to Sailors and Regional Coordinators, addressing access issues, account management, and platform usage needs. This includes managing user profiles, permissions, and the delivery of relevant program documentation and tools, with a focus on usability and reliability.
- Assist in the backend development and customization of the Moodle training platform, including building and integrating web-based tools that improve content delivery, reporting, and user interaction.
- Assist the NAMTS Technical Support Lead in the development of administration programming of MOODLE for a desired output.
- Perform CeTARS/NEC inventory scrubs verifying accurate number of NEC holders are properly documented.
- Create and maintain sailor accounts.
- Maintain site security standards, ensuring compliance with federal cybersecurity policies, Department of Defense (DoD) regulations, and site-specific security protocols. This includes implementing access controls, managing user roles and permissions, applying software updates and security patches, conducting regular vulnerability assessments, monitoring system logs for suspicious activity, and supporting data protection practices in accordance with FISMA, NIST, and other applicable standards.
- Maintain CNRMC SharePoint NAMTS site contents.
- Use programming methods to collect, analyze and report data pertaining to the NAMTS program including contractual initiatives, and any other programs pertinent to continuous process improvement and operational initiatives.
- Extract and processes data for statistical modeling and graphic analysis, identify relations and trends in data that provide answers to questions posed by supervisors.
- Evaluate sources of information to determine any limitations in terms of reliability or usability.
- Prioritize and provides ad hoc data analysis for product/business requests.
- Design and builds reports, dashboards and present analysis results using a variety of data visualization tools.
- Participate in process management reviews, collaborating with program teams to define data solutions to support program functionality and maintain data integrity.
Qualifications:
- Must have skills and applied experience in a broad range of data tools and technologies (e.g., Oracle, SQL, SAP BusinessObjects) as well as scripting and programming languages (e.g., Python, HTML, PHP, Bash), and familiarity with development environments such as Linux and version control tools like Git.
- Must have developed communicative skills, ability to present confidently at all levels in this role.
- Must have advanced analytics and data visualization presentation skills.
- Must have knowledge of software development experience and understanding of programming languages, including experience building web-based tools, dashboards, and interactive data systems.
- Must have knowledge of building data sets, data models and predictive engines.
- Must be able to demonstrate the ability to present statistical analysis to non-technical users in a format that is relevant to and supports management decisions.
- Must have a Bachelor's degree OR four (4) years of specialized experience in the system operating programs listed in the requirements.
Desired Qualifications:
- Experience designing and building reports in multiple tools is strongly preferred.
- Experience with enterprise data warehouses is strongly preferred.
- Experience designing and deploying web-based tools and applications that integrate with enterprise systems and support end-user accessibility is strongly preferred.
- Familiarity with software development life cycles and programming structures is highly is strongly preferred.
Security Requirements:
- Must be able to obtain and maintain an DOD Secret Clearence
Travel Requirements:
- Occasional travel -less than 10%

Pay Range: $87,000 - $110,000 per year |
