Flux Resources is seeking a Procurement Specialist to join one of our clients as a full-time direct employee. This position is located in Happy Valley, OR. The pay range for this role is $85,000-$90,000.
Job Description:
- Prepares procurement documents for a wide range of goods and services. Assists departments in determining and developing procurement approach, bidding requirements, selection criteria, and scope of work or technical specifications.
- Works closely with department staff to ensure compliance with city procurement policies and State and federal procurement laws and regulations. Advises, assists, and trains other City employees in purchasing policies and procedures.
- Receives bids and proposals, analyzes for responsiveness, recommends award of bids, and prepares award documents for review.
- Manages the city's Procurement Card (Peard) Program including training for staff issued a Peard; uploading the monthly statement into the City's financial system; monitoring timely reconciliation of Pcards; managing the commodity codes; troubleshooting Peard issues; and issuing replacement/new Pcards.
- Drafts contracts, contract amendments, and change orders in accordance with City policies.. Ensures documents are properly executed.
- Reviews history and monitors activity to identify opportunities for more economical purchasing or compliance concerns.
- Conducts meetings including pre-bid and pre-proposal conferences, proposal evaluation meetings, and negotiation sessions related to contracts.
- Assists departments with various procurement needs including advice on vendor relationships, product research, and training.
- Generates purchase orders from requisitions; evaluates validity of purchase requisitions; ensures supporting documentation is on-file; verifies account numbers, budget availability, and approvals.
- Provides comments and recommendations to Purchasing Manager and Finance Director on purchasing and contracting issues.
- Maintains document templates and change logs, ensures proper version control.
- Acts as liaison between the Purchasing Division and other divisions and departments

Job Specification:
Minimum Qualifications Required for Entry Training and Experience:
Bachelor's degree in business/public administration or related field and 2 years of experience in an analytical position which includes responsibility for communications, program development, strong computer and software skills, or an equivalent amount of education and/or experience enabling the incumbent to perform the essential functions of the position.

- Policies and procedures related to purchasing of materials, supplies, equipment, services, and construction of public improvements.

Licensing and Special Requirements:
- Valid driver's license and the ability to meet the city's driving standards may be required.
- Incumbent is required to maintain relevant employer/state/federal standards for licenses, certifications, conduct, screenings reference and background checks.
Working Conditions
This position typically works in an office setting with some hectic or demanding situations; occasional dealing with distraught individuals and challenging customer interactions; and frequent interruptions, which requires maximum flexibility. This position routinely uses standard office equipment, such as computers, printers, and telephones.
