Overview

VTG is looking for an on-site Program Manager for a (To Be Awarded) $250m contract at NRO in Chantilly, VA and/or Los Angeles CA. (Note: Contingent upon program award)


What will you do?

Program Manager (who will also serve as a SETA) who has the authority and responsibility to provide the overall direction and management for this contract effort. The Program Manager shall be 100% dedicated to this effort and be responsible and accountable for overall program management, as well as all SI functions.

Maintain an organizational structure, reporting to the Program Manager, which supports the planning, assigning, directing, controlling, and reporting of the status of efforts under this contract. The Program Manager, shall be responsible for the overall performance and conduct of the contract and any subcontract or consultant personnel.

Shall execute effective program management of the SI Contract by addressing staffing, work breakdown structure compliance, training, budget planning and execution, schedule performance, and sub-contractor management. Proactive initiatives to communicate management issues to the Government are highly encouraged. The management approach shall be flexible enough to accommodate surges or reductions in launch enterprise integration and acquisition requirements. Team continuity to ensure successful mission outcomes and contract deliverables. Promptly notify the Government of any changes in the personnel assigned to leadership roles or changes in the responsibilities assigned. The Program Manager shall set the tone for the contract team, promoting OSL teamwork across multiple contractor and government teams to achieve common mission goals.

SI program management tasks include:

1. Provide and implement a Program Management Plan (PMP) to describe the approach to accomplish the SOW tasks, respond to Government priorities and ensure mission success in a dynamic launch environment. Including organizational structure, management approach, subcontract management, staffing, security, OCI, and communication.

2. Provide monthly Contract Funds Status Reports (CFSR).

3. Submit invoices and any required supporting information in a timely manner. Use the Government Asset Cost Segregation (ACS) tool to ensure invoice costs are properly allocated by tail number /launch using the unique assigned Asset Mapping Number {AMN).

4. Provide and implement a Contract Closeout Plan (CCP).

5. Evaluate Department of Defense {DoD) and industry accepted best practices and innovations in areas of cost, schedule, and technical performance as candidates for implementation. Support OSL cost reduction initiatives. In addition, the Contractor shall implement effective, efficient uses of resources to achieve realistic, credible cost savings, and/or productivity improvements that will improve execution and gain efficiencies.

6. Staff the contract with the appropriate cleared and trained personnel to accomplish all aspects of the SOW.

a. Provide an organization chart in the Program Management Review {PMR) that graphically depicts the current structure, personnel and location.

b. The Contractor shall provide a management structure and identify which positions are considered Key Roles, to effectively interface with the Government Management Team. The Contractor shall ensure that all personnel identified for Key Roles have the strengths, knowledge, technical rigor, and skills necessary to meet contract requirements across the launch enterprise. If the contractor determines changes to an identified Key Role ls required to better support the Government Management Team, then such changes shall be communicated to the Contracting Officer's Technical Representative (COTR) and contracting Officer (CO} in a timely manner.

c. Provide a Staffing & Skills Matrix to align all Twilight personnel (including FFO efforts) to each SOW element, location, specialized experience, primary assignment area, allocation to other SOW areas, number of FTE, education, training and certifications. The Matrix's education, skills and experience shall demonstrate that personnel assigned to this contract meet the requirements specified in the associated Launch Enterprise 'Services Labor Categories (Appendix A).

  • 20+ years experience in the Space community
  • PMP
  • NRO Experience

Desired:

  • 10 years experience in Launch
  • NRO/OSL Experience

VTG's estimated starting pay range is $180,000 - $230,000 annually, which is a general guideline for the geographic location. When extending an offer, VTG also considers work experience, education, skill level, market considerations and may possibly include contractual requirements which may cause an offer to fall outside of this range
