OUC - The Reliable One, is presently seeking an Operations Technology Applications Administrator to join the Transmission, Substation & Systems Protection division. At OUC, we don't just work - we're building a bright future of innovation and transformation for future generations.

We are seeking a visionary and solution-oriented leader who will take charge of a dedicated team responsible for implementing, supporting, and maintaining critical applications across our Outage Management System (OMS), Computer Aided Dispatch (CAD), Mobile/Field Work Management, Advanced Distribution Management System (ADMS), and other essential Operational Technology (OT) applications. This role involves managing the full lifecycle of these applications, from analysis and development to configuration, quality assurance, and deployment. Additionally, you'll oversee vendor management, solution architecture, systems integration, data management, compliance, and end-user support.

This position calls for a professional with strong problem-solving abilities and exceptional communication skills to build connections across diverse teams and roles. You'll coordinate and lead cross-departmental initiatives, support real-time operations, and contribute to emergency storm response as needed. The ideal candidate will have:

  • Bachelor's Degree in Engineering, Computer Science, Information Systems, or a related field of study from an accredited college or university
  • Minimum of five (5) years in application development, application management, solution architecture or related fields to include:
    • A minimum of (1) year of supervisory experience. In lieu of formal supervision, experience leading project teams, operational initiatives, mentoring or training team members, or leadership training may be substitutable (required);
  • Experience with system design and infrastructure maintenance in a utility environment (preferred);
  • Experience with full-cycle implementation of OMS, ADMS or related software in a utility environment (preferred);
  • Valid Driver's License (required).

Salary Range: $118,000.00 to $147,000.00 yearly commensurate with experience.

Job Purpose:

Oversee and lead staff and all activities related to the implementation, support and maintenance of Outage Management System (OMS), Computer Aided Dispatch (CAD), Mobile/Field Work Management, Advanced Distribution Management System (ADMS) and other OT related applications as assigned, including but not limited to: application analysis, development, configuration and change management; environment, quality assurance and deployment coordination; vendor management; solution architecture and systems integration; compliance, data management and end-user support.

Primary Functions:

  • Oversee the design and implementation of overall architecture of the OMS/CAD/ADMS systems and other associated OT applications;
  • Lead the assessment, remediation and testing for any system design concerns, vulnerabilities and upgrades;
  • Provide subject matter expertise on system optimization, and system related business process design and deployment;
  • Provide leadership for OT OMS and integration teams to identify business requirements, create a plan of action and deployment of routine and complex application support;
  • Validate product configuration, business rules, user interface navigation and testing with internal and external systems;
  • Partner with leadership and other stakeholders to create and deploy governance for OMS/ADMS technology solution;
  • Collaborate with vendors, system integrators, product designers, architects and other stakeholders to translate requirements into scalable and efficient solutions;
  • Manage projects and supervise project teams; support projects and associated changes across functional teams, vendors, and technology systems;
  • Assess, plan and recommend future direction of OT Applications and support systems;
  • Supervise and lead the work of an assigned team in day-to-day activities and participate with the management in establishing accountabilities, goals, & objectives;
  • Balance team workload and help ensure effective team outcomes and deliverables; ensure all team assignments are managed, completed, and documented by departments' service level expectations;
  • Evaluate employee performance; provide coaching, feedback, and development support and planning for employees, helping to ensure alignment with strategic goals and objectives; delegate assignments and authority as appropriate;
  • Participate with management in selection and promotion procedures to include reviewing applicants and interviewing potential new employees to effectively recommend candidates for open positions;
  • Ensure compliance with standard operating procedures and quality standards, including safe work practices, compliance, data and information governance;
  • Generate relevant project data and information to support management decision making;
  • Perform other duties as assigned.

Technical Requirements:

  • Working knowledge of all, but not limited to the following:
    • Utility Industry and related software
    • Operating systems;
    • Cyber security principles;
    • Software Development Lifecycle (SDLC) principles and tools;
    • Software programming
    • Solution architecture principles and practices;
    • Database management and database design principles and tools;
  • Familiarity with all, but not limited to the following:
    • Software Applications (i.e. Outage Management System, Computer Aided Dispatch, Mobile Work Management, Enterprise Resource Planning, Staff and Mutual Aid Resource Tracking, Microsoft Visio, Microsoft Project, Atlassian Jira, Confluence or related software/product ticketing and management solution);
    • Related industry, organizational and departmental regulatory guidelines, best practices, and procedures;
    • NERC Requirements;
  • Adaptable working under stressful conditions;
  • Communicate effectively with staff and internal customers;
  • Ability to make arithmetic computations using whole numbers, fractions and decimals, and compute rates, ratios, and percentages;
  • Ability to use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.).

Working Conditions:

This job may occasionally be exposed to outdoor weather conditions. This job is performed in an office work environment.

Physical Requirements:

This job includes very frequent speaking/hearing, writing/typing, and detailed inspection. This job requires frequent sitting. There may be occasional standing, walking, climbing, kneeling, bending, reaching over head, repetitive motions, and lifting up to fifty (50) lbs. Also, this job occasionally will drive a company vehicle.
