Position Summary

Odyssey Systems is seeking a Senior Cost Analyst to support the Air Force Life Cycle Management Center's C3I and Infrastructure Directorate (AFLCMC/HN) located at Hanscom Air Force Base. In this role, you will conduct advanced scientific, statistical, mathematical, and econometric analysis in support of weapon system cost estimation. The analyst will design and apply analytical models, evaluate contractor cost data, and contribute to acquisition strategy development and program viability assessments. This position requires an in-depth understanding of cost estimation principles, program acquisition cycles, earned value management (EVM), and use of the Automated Cost Estimating Integrated Tools (ACEIT) Suite.



Responsibilities

In this Advisory and Assistance Services (A&AS) role, you will provide expert-level support to Department of Defense (DoD) programs by assisting government leadership with decision-making, planning, and execution throughout the acquisition lifecycle. You will apply your technical and/or professional expertise to ensure compliance with applicable policies and regulations, contribute to mission success, and help deliver critical capabilities to the warfighter.

Duties include, but not limited to:

    Apply scientific, mathematical, statistical, and econometric techniques to solve complex cost estimation problems for military weapon systems.

  • Develop cost models using established methods including analogy, parametric, engineering build-up, and extrapolation techniques.

  • Analyze contractor financial data, assess program cost realism, and evaluate cost, schedule, and performance through Earned Value Management (EVM) metrics.

  • Support all phases of the DoD budget cycle (planning, programming, justification, execution), providing analytical insight for new and existing programs.

  • Conduct lifecycle cost analysis for system development, operation, maintenance, and disposal.

  • Generate independent government cost estimates (IGCEs) using the ACEIT Tool Suite; ACEIT usage is mandatory.

  • Prepare and deliver acquisition-related documentation including cost analysis requirements descriptions (CARDs), program office estimates (POEs), and cost benefit analyses.

  • Ensure compliance with all applicable DoD, Air Force, AFMC, and AFLCMC cost guidance, policies, and processes.

  • Present findings, recommendations, and cost justifications to program leadership and stakeholders.

  • Collaborate with engineers, program managers, and logisticians to ensure cost estimates are technically sound and fully support acquisition decision-making.



Qualifications

Citizenship: Must be a US citizen

Minimum Required Qualifications

Clearance: Must have and be able to maintain an active Secret clearance

Education: Bachelor's degree and 15 years of experience in a relevant discipline, 5 of which must be in the DoD, OR

    • 20 years of directly related experience, 8 of which must be in the DoD

Preferred Qualifications

Clearance:

Education: MA/MS in Mathematics, Economics, Engineering, or related quantitative field

Years of experience: 15+ years in cost analysis or related acquisition support, with direct DoD experience

Certifications: DAWIA Business - Cost Estimating Level II or III (or equivalent)

Technical Skills

  • Proficient in cost estimation methodologies: parametric, analogy, engineering, and extrapolation

  • Expert user of ACEIT Suite for developing and executing cost models

  • Strong understanding of EVM tools and measures of merit

  • Familiarity with DoD acquisition lifecycle, program structures, and budget phases

  • Ability to synthesize large data sets and deliver actionable insight through cost modeling

Interpersonal Skills

  • Strong written and verbal communication skills for technical and executive-level audiences

  • Demonstrated ability to work independently and collaboratively in cross-functional teams

  • Capable of presenting complex cost data to non-technical stakeholders

  • Exceptional attention to detail, analytical rigor, and ability to manage competing priorities
