Summary of Job Duties:We are seeking a dedicated Procurement Services Specialist to join our team at the UAMS NWA Campus in Fayetteville, AR. As a Procurement Services Specialist, you will manage purchase requisitions for various divisions, serving as a vital link between vendors and internal departments. You will handle order status inquiries, guide stakeholders on procurement procedures, and resolve challenges efficiently. Your work will ensure the timely and effective delivery of essential goods and services while adhering to UAMS's established procurement policies and procedures. Reporting to the Department Business Administrator, you will contribute to the operational excellence of UAMS and support its mission to improve the health and well-being of Arkansans. Qualifications:

Minimum Qualifications:

  • High School diploma plus six (6) years of experience in procurement.

Knowledge, Skills, & Abilities:

  • Procurement Expertise: Comprehensive knowledge of procurement practices and policies.
  • Communication Skills: Strong verbal and written communication abilities to interact effectively with vendors and internal stakeholders
  • Problem-Solving: Ability to identify and resolve procurement challenges efficiently.
  • Organizational Skills: Proficiency in managing multiple requisitions and maintaining accurate records.

Preferred Qualifications:

  • Baccalaureate Degree in Public Administration, General Business, Accounting, or a related field plus two (2) years of experience in procurement, OR associate's degree plus four (4) years of procurement experience.
  • Experience in Workday.
  • Adobe Forms literate.
  • Proficient in Microsoft Office (Word & Excel).
  • Knowledge of Arkansas state purchasing rules, applicable laws, and regulations.

Additional Information:

Key Responsibilities:
Management of Purchase Requisition:

  • Process purchase requisitions for departments, including supplies, professional services, maintenance, leases, and other purchases.
  • Ensure all requisitions comply with UAMS procurement policies, state procurement laws, and Supply Chain strategies, including appropriate documentation and vendor quotes.
  • Submit contacts in compliance with UAMS policy and procedures and assist in managing annual framework requisitions and contracts.
  • Facilitate the new vendor setup process in coordination with central campus procurement.
  • Communicate with customers, vendors, and internal stakeholders regarding the status of requisitions, purchase orders, and shipping timelines.
  • Maintain proper records for Purchase Orders and ensure the accuracy of goods receipts in coordination with UAMS policy and procedures.
  • Transmit purchase orders to vendors, track order confirmations, and monitor estimated arrival times for all PO lines.
  • Identify and recommend process improvements to enhance procurement efficiency and compliance.
  • Serve as a liaison between Accounts Payable, receiving, customers, and vendors to resolve invoice and receipt discrepancies.
  • Troubleshoot purchase order issues and prepare necessary documentation for resolution.

Travel Processing:

  • Process travel reimbursements and ensure compliance with UAMS policies and procedures.
  • Communicate with the UAMS Travel Office and assist in booking travel accommodations (e.g., hotel, transportation, etc.) as needed.
  • Manage the department's P-card and conduct monthly card reconciliations.

Procurement Support and Compliance:

  • Proactively communicate backorders and supply shortages, and assist in resolution efforts.
  • Support training efforts by developing process documentation for Workday and other procurement systems.
  • Process P-card verification submitted by customers, ensuring proper documentation.
  • Complete reports and projects as required.

May perform other duties as assigned
