We are currently seeking a Program Management Analyst to support our Patuxent River, MD customer. The analyst will be responsible for the cradle-to-grave management of multiple acquisition contracts in support of the Integrated Product Team Lead (IPTL) for the PMA-276 Production IPT.

Functional Description: Performs a wide range of tasks and applies a variety of techniques and methods to address broad ranging problems associated with complex systems and procurement issues and provides the IPT Lead with valid and timely data needed for responsible decision-making. Primary efforts focus on the H-1 Upgrades program and include analyzing requirements, developing primary and alternative procurement strategies, preparing procurement documentation, and preparing cost estimates used by the IPT Lead to formulate budgets and make cost decisions. The Project Manager shall provide program risk assessment analysis in support of the IPTL and provide supporting documentation. The candidate shall assist in the arrangement of and participate in meetings and conferences relating to the planned reviews and provide technical input. In addition to interfacing throughout the PMA, also communicates directly with industry officials, fleet representatives, and other personnel across all competencies of the Naval Air Systems Command.

Duties:



  • Assist in the timely order, delivery, receipt, repair, and replacement of all USMC and FMS UH-I Y and AH-IZ Government Furnished Property (GFP) items in Full Rate Production (FRP), Training Device procurements, and future aircraft and training device Airframe Changes (AFCs), Technical Directives (TDs), and other configuration changes
  • Assist in the development of long-range plans, goals, objectives, and milestones, and evaluate the effectiveness of acquisition programs
  • Initiate, develop, coordinate, execute and track Procurement Initiation Documents (PIDs), Statement of Work (SOWs), Contract Data Requirements Lists (CDRLs) and Technical Evaluations.

    • Familiar with and utilize the Acquisition Management System (AMS), Procurement Management Tool (PMT), Common Spend Plan Tool (CSPT) and the Contract Data Requirements List Tool (CDRL) for management of all contract actions.


  • Responsible for obtaining formal approval/concurrence from all necessary competencies and personnel when executing a program to include acquisition documentation, formal contractor correspondence and internal program/project decision papers
  • Maintaining compliance with GFP Accounting and Accountability requirements for associated contracts.
  • Responsible for writing/executing project briefs, ensuring project requirements / objectives and associated risks are tracked and managed by cost, schedule and performance.
  • Communicator:

    • In addition to interfacing throughout the PMA, also communicates directly with industry officials, fleet representatives, and other personnel across all competencies of the Naval Air Systems Command.
    • Interface with leadership in providing program/project analysis for monthly leadership briefs - Contracts, Spend Plan Review, Roll-Up, and Program Management Meeting (PMM).


  • Keep detailed information including, but not limited to, GFP financial transactions, stock availability, disposition, copies of contract documentation, and POCs at vendors/other Program Offices.
  • Will be expected to keep the Production IPT Lead and Deputy IPT Lead apprised of any GFP issues that may cause immediate and/or future disruption to the Production program and will be expected to assist in developing courses of action to foresee, avoid, and mitigate issues as they arise to the maximum extent possible
  • Other duties as assigned by the IPT Lead or Deputy IPT Lead

Required Education: Bachelor's degree (BA/BS). Allowable substitution: Associates degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for an Associate's degree OR Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor's degree.

Required Experience: Three to ten years of experience performing duties described in the functional description.

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $44,054 to $115,325.33 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
