The Maryland Department of Transportation The Secretary's Office (MDOT TSO) is seeking qualified professionals for the position of Contract Administrator (Administrator IV). The primary purpose of this position is to handle the daily management and implementation of department-wide Information Technology Services, Commodities contracts, as well as TSO Building maintenance and construction contracts, which include but are not limited to, Request for Proposals (RFP), Invitation for Bids (IFB), task orders, work order, sole source, proposal negotiations and agreements, resource sharing proposals, agreements, MOUs and multiple other projects. The Contract Administrator will work with all MDOT Modes, the MDOT Procurement Office, the State Department of Information Technology, and the Department of General Services. Key responsibilities for this role include but are not limited to:
- Initiating and assisting in the drafting of specifications for RFPs, IFBs, Task Orders, Work Orders, Change Orders, Modifications, extension requests, substitution requests, Procurement Review Group (PRG) form, and Board of Public Works Agenda Items and documentation
- Monitoring and evaluating contractor performance and assessment of all agency-specific contracts and task orders
- Coordinating with the Maryland Department of Information Technology on statewide and MDOT-specific Information Technology contracts
- Coordinating with the Maryland Department of General Services on statewide commodities, maintenance, construction and professional services contracts.
- Assessment of all department-wide and agency-specific contracts, task orders, and sole source awards to ensure that proper documentation and project management aspects of each are being carried out and maintained accordingly.

MINIMUM QUALIFICATIONS: Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Six (6) years of experience in administrative staff or professional work. *Four (4) years of this experience must include contract management or procurement experience, including functions such as drafting contract specifications, negotiating contract terms and conditions, and monitoring and evaluating contractor performance under contract terms and specifications. Two (2) years of the required experience must include contract management or procurement experience of at least one of the following contract types: building maintenance, construction, or service contracts. The ideal candidate will possess the following preferred experience:
- At least two (2) years of experience working in the Federal or State Government.
- Experience managing contracts in a government or public-sector environment, with a strong understanding of government regulations and compliance requirements.
- Ability to effectively communicate and successfully collaborate with both technical and non-technical users, IT professionals, and Subject Matter Experts.
- Strong analytical and problem-solving abilities, with a keen attention to detail and a results-oriented mindset.
- Familiarity with transportation industry standards, technologies, and best practices.
- Familiarity with the state procurement process.
- Proficiency in contract management methodologies, with a track record of successful contract delivery.
