Job Summary and Responsibilities

Acentra Health is looking for a Estimating & Pricing Manager to join our growing team.

The Estimating & Pricing Manager is responsible for developing and managing complex pricing strategies for state contracts to drive revenue growth and increase profitability for Acentra Health. This role requires deep expertise in state-specific Medicaid Enterprise Systems (MES), Medicaid Management Information Systems (MMIS), modular Medicaid technology procurement, and SaaS pricing and licensing structures, ensuring that pricing strategies align with both financial objectives and compliance standards.

The ideal candidate will lead high-impact pricing strategies for state-based Medicaid Enterprise Systems and healthcare IT modernization that enhance Acentra Health's competitive position. They will have experience in estimating, cost modeling, pricing, applying price-to-win strategies, and navigating state procurement frameworks (NASPO, state RFP processes, Medicaid IT funding models) for large-scale, multi-year healthcare technology projects. This role involves close collaboration with delivery/operations, product, finance, business development, contracts, legal, and IT teams to create compliant, competitive, and financially sustainable pricing models that maximize profitability in state contracts.

Responsibilities:

Cost Estimating & Pricing Strategy:

  • Develop and refine cost estimates for state RFPs, ensuring pricing maximizes profitability while maintaining compliance
  • Build cost models that incorporate direct labor, indirect rates (OH, G&A, fringe), subcontractor pricing, software licensing fees, SaaS subscription pricing, and cloud hosting costs, optimizing cost efficiencies to drive revenue growth
  • Structure pricing strategies for Firm Fixed Price (FFP), Time & Materials (T&M), Cost-Plus (CPFF), SaaS subscription models, and Performance-Based contracts, balancing competitiveness and profitability
  • Ensure compliance with state procurement rules, government IT funding structures, and CMS guidance, while positioning Acentra Health as the preferred partner for contract award

Competitive Pricing Awareness & Analysis:

  • Leverage competitive pricing analysis using state procurement forecasts, historical state healthcare IT project pricing, and state budget reports to ensure Acentra Health's pricing strategy remains competitive and revenue-driven
  • Assess state IT budgets, SaaS adoption trends, and cloud-based solutions cost models to anticipate pricing trends and capitalize on growth opportunities
  • Benchmark against competitor pricing strategies for state healthcare modernization efforts, including SaaS licensing models, cloud migration, modular system integration, and interoperability solutions, ensuring Acentra Health remains a leader in state IT contracts

Compliance & Regulatory Adherence:

  • Ensure pricing aligns with CMS modular procurement guidance, state-specific MES/MMIS modernization regulations, and Medicaid IT funding structures, mitigating compliance risks while maximizing contract profitability
  • Collaborate with legal and contracts teams to structure pricing models that align with state RFP requirements while optimizing financial outcomes

Financial & Risk Analysis:

  • Conduct cost realism and cost reasonableness analysis to ensure pricing is both competitive and aligned with Acentra Health's revenue objectives
  • Identify and mitigate financial risks in multi-year state IT contracts, ensuring long-term profitability
  • Provide executive leadership with financial impact assessments on large-scale state bids, ensuring data-driven pricing strategies that enhance revenue growth and profitability

Qualifications

  • Bachelor's or Master's degree in Finance, Business, Economics, Healthcare IT, or a related field
  • 8+ years of experience in state healthcare IT pricing, IT cost modeling, MES/MMIS procurement, and SaaS pricing models
  • Expertise in state-specific procurement frameworks, CMS guidelines, and Medicaid IT cost allocation models to support pricing that enhances profitability
  • Strong proficiency in Excel-based pricing models, SQL, Power BI, and SaaS pricing analysis tools, enabling data-driven pricing decisions that maximize revenue
  • Experience pricing MES, MMIS, modular IT systems, healthcare SaaS, and cloud-based Medicaid platforms to ensure cost-effective, competitive pricing strategies
  • Ability to price multi-year contracts with state cost-sharing mechanisms, SaaS subscription models, and usage-based pricing structures, ensuring long-term financial sustainability for Acentra Health
  • Excellent communication skills for collaborating with business development, delivery & operations, contracts, finance, and Medicaid IT experts to develop strategic pricing models that drive revenue growth

Preferred:

  • Experience with federal procurement regulations, including FAR, DFARS, and federal Medicaid IT funding structures
  • Experience with DCAA audit compliance, CMS cost allocation methodologies, and Medicaid IT modular system funding, ensuring compliance while enhancing profitability
  • Knowledge of MES/MMIS modernization, interoperability frameworks, and SaaS pricing methodologies for state-based health IT procurement, positioning Acentra Health as a leader in the MES market
  • Familiarity with government contract vehicles for Medicaid IT (e.g., NASPO, GSA, state-specific procurement platforms, Medicaid MMIS modernization contracts) to streamline contract acquisition and revenue expansion
