Statement of Purpose
This position exists to support NIB and NIB's Associated Nonprofit Agencies (NPAs) in achieving AbilityOne Program compliance and regulatory objectives through the provision of training and technical assistance at NPAs and their base supply centers (BSCs). Additionally, assist agencies with understanding and complying with other laws and regulations for government contractors and nonprofit agencies.

Education
A bachelor's degree in business or human resources or related discipline from a regionally accredited university or college. An equivalent combination of education and experience may also be acceptable.
Training and Specialized Knowledge
- Strong communication skills, both verbal and written
- Knowledge of AbilityOne Program or vision rehabilitation preferred.
- Knowledge of federal contractor requirements preferred
- Familiarity with labor laws and regulations preferred
- Familiarity with BSC operations, ETS, or inventory management preferred
- Proficient with Microsoft Office Suite

Specific Duties and Responsibilities
NPA Regulatory Assistance
- Collaboratively develop a schedule with other compliance specialists to visit NPAs.
- Visit NPAs to conduct Qualification Assessments to review NPA compliance with AbilityOne Program requirements.
- Manage NPA post-visit process:
- Review addressed findings.
- Assist in the development of corrective action plans.
- Ensure NIB's adherence to required post-visit activities and actions schedule.
- Create and submit to the AbilityOne Commission follow-up reports by the required deadline.
- Lead and participate in NPA training on compliance requirements of the AbilityOne Program.
- Assist in the planning and implementation of the annual compliance symposium.
- Provide remote and onsite assistance to NPAs requiring or requesting special assistance.
- Identify opportunities for continuous improvement of the NPA Qualification Assessment process.
- Provide additional assistance and support to the Strategy and Compliance team as directed.
NPA Regulatory Assistance
- Visit individual BSC locations to review their adherance to AbilityOne Program employment requirements and NIB's BSC policy, and assess BSC adhearence to the "No Essentially the Same" requirement.
- Share relevant BSC compliance data within NIB.
- Develop and implement BSC (AbilityOne and non-AbilityOne) compliance training programs.
- Provide training and support to federal government BSC customers.
- Visit and review BSC-adjacent activities (IEE, COCESS) operated by NPAs to ensure they are complying with applicable requirements.
- Assist in the review of non-AbilityOne (GSA and commercial) BSC-type operations (4PL and 3PL stores) to provide guidance on compliance with ETS requirements.
