About the Department
The Project Portfolio and Process Services ( PPPS) team is responsible for Office of Information Technology's ( OIT) enterprise portfolio management including managing large complex projects along with forecasting, prioritization, resource allocation, continuous improvement, and template and tool development for the portfolio of projects. The PPPS team is also responsible for maintaining and coordinating the development of an IT Resilience Plan, assisting with the development of a service catalog and managing the ITSM change management process for OIT. PPPS team is part of Outreach Communication and Consulting ( OCC) team within OIT.
Essential Job Duties
The IT Project Manager II is responsible for managing and delivering IT projects using various methodologies. They will utilize industry-standard tools and techniques, create and manage project documentation, and interact with stakeholders to monitor and report on project progress. Additionally, they will facilitate meetings, provide updates, and work across departments to ensure successful project completion. The Project Manager II will also serve as a unit expert on project management and program management approaches.

  • Responsible for delivering IT project objectives using proven project Management Methodologies including waterfall, agile or hybrid as necessitated
  • Employs industry-standard project management tools and techniques to achieve the best possible outcomes and ensures all stakeholders are appropriately engaged
  • Creates and manages project documentation including for project intake documents, stakeholder management, project charter, schedule, milestones, risk/issue/decision logs as well as manage project meetings and notes
  • Interacts with stakeholders/sponsors to monitor and report on project portfolio including review of project proposals, goals. timelines, funding and allotment of resources
  • Facilitates project team meetings, creation of project communication plan and provides updates to all stakeholders and sponsors on a regular basis
  • Works across organizational boundaries to ensure the unit can effectively and efficiently complete assigned projects
  • Serves as unit expert on project management and program management approaches

Other Responsibilities
Tool Management:

  • Uses and provides guidance on use of project and portfolio management tools
  • Creates and distributes reports as required as well as builds standard reports
  • Provides input for any process improvement and automation of process
  • Utilizes ability to develop and administer solutions using low-code, no-code applications
  • Working knowledge of Smartsheet, Knack, MS project, Lucid chart, Google Sheets, Google Docs, Google Calendar, and Google Appsheet
  • Maintains and provides support for the chosen PPM solution for tracking and managing the OIT portfolio of projects.



Portfolio Management:

  • Review/Revise/Maintain the project management standards for OIT
  • Develop/Maintain the intake process, assist OIT staff on Project Charter
  • Make recommendations for project resources and risks based upon pre-assigned criteria from OIT Leadership. Provide leadership and overall guidance for the solutions
  • Assist OIT Leadership and their directors/managers with defining project dependencies and in project selection based on risk and ROI (Return On Investment)
  • Monitor, report, and assist with both initiation and close out of projects in accordance with the developed OIT project management processes
  • Define and track success metrics for OIT project management efforts and provide a periodic report to OIT Leadership
  • Coordinate project updates and project intakes for the monthly portfolio review

Qualifications


Minimum Education and Experience

  • Bachelor's Degree in Computer Science, Computer Engineering or closely related degree from an appropriately accredited institution and at least two years of relevant experience OR
  • Bachelor's Degree in Business Administration, Project Management or closely related degree from an appropriately accredited institution and 5 year of experience in IT project management or technical project management related work OR
  • An equivalent combination of education and experience

Other Required Qualifications

  • Demonstrated experience with waterfall, agile or hybrid project management methodologies
  • Strong interpersonal and communication skills.
  • Demonstrated ability to multitask and adapt to changing priorities in a fast-paced environment
  • Demonstrated analytical thinking and problem solving skillsDemonstrated experience with IT and organizational change management methodologies
  • Knowledge in IT and applications/platforms such as ServiceNow, Google, Windows, virtual machines, etc
  • Basic understanding of security tools such as vulnerability scanning, Identity Finder, and file integrity monitoring
  • Understanding of basic infrastructure components

Preferred Qualifications

  • At least 5 years of project management experience, specifically leading complex projects/programs in multiple technology disciplines and enterprise implementation
  • Experience with working in a higher education environment
  • Experience working with a Portfolio/Project management tool
  • Experience working under EPMO (Enterprise Project Management Office)/ Portfolio office or deep understanding/knowledge of Project Portfolio Management concepts

  • PMP certification or similar project management certifications

  • ITIL Foundations certification
  • Agile certification
  • Familiarity with IT security standards such as ISO 27002, NIST 800-53, PCI DSS, HIPAA, etc is a plus
