Education and Work Experience:
* Bachelor's Degree required; Bachelor's or master's degree in social work, or a related field, preferred. Other comparable experience considered.
* At least six years' experience in Human Services with at least 3 years case management/program management experience. Knowledge of Social Services and Experience working with individuals from a variety of backgrounds and educational levels required.
* Critical thinking; sound judgment; and decision making.
* Skilled in working with a team.
* Oral and written communication skills.
* Must be highly motivated and a self-starter.

Scope of Position:
The Program Director will oversee the Bridgeway of Hope program and related facility ensuring the safety and quality of the program and services. S/he will directly supervise the Housing Case Manager and Site Operations Coordinator and oversee the supervision and service delivery of the other staff supporting the program. This position will maintain and perform the necessary program reporting and statistical information. If needed, the Position will develop and oversee the staffing schedules and work to fill any shift openings as needed. They will represent and advocate for the program at all assigned and appropriate community meetings and activities. Assist and coordinate program-specific funding efforts with The Salvation Army Cascade Division's development office. Any special or unusual concern is to be brought to the immediate attention of the Executive Director of Shelter who will supervise this position.

Knowledge, Skills and Abilities Required:
* Knowledge of standardized but moderately complex procedures and operations requiring training and experience to be successful.
* Strong computer skills for internal digital systems. Strong written and oral communication skills.
* Ability to function with limited direct oversight and/or with limited remote training
* Ability to complete tasks in a timely manner, prioritize multiple requests and demands
* High level of problem-solving skills to complete the days challenges
* High level of patience, Ability to function and work in a stressful environment
* Maintain confidentiality and privacy of Program Participants and Shelter Staff.
* Crisis intervention and non-violent mediation skills a plus.
* Cannot participate in any form of substance abuse or show evidence of use/abuse while performing their duties or while present on Salvation Army property.

Licenses and Certifications preferred: Driver license. Trauma informed care. Assertive engagement; first aid and CPR; non-violent crisis intervention; peer support; safe driving; civil rights training; bloodborne pathogens training; de-escalation training.

Essential Duties and Responsibilities:
* Supervisory Responsibilities: Provides direct supervision, of the Housing Case Manager and Site Operations Coordinator and the teams that support them.
* The position is ultimately responsible to ensure the Salvation Army Bridgeway of Hope programs policies, procedures, goals and objectives are upheld and in line with the National Salvation Army policies.
* The position will respond to and uphold all program policy violations and grievances.
* The position will ensure the program follows the proper procedures for participants and the hiring, termination, employee performance reviews and all other matters related to staff supervision with support from the Divisional Headquarters.
* Provide technical support to Program staff for:
* Maintaining client files, the administration of client services and supports, review and data collection and submit statistical reports.
* Budget support in collaboration with the Executive Director
* Participate in fund raising projects as assigned. Help identify applicable funding opportunities.
* Facilitate program staff and participant meetings as required
* Provide Management Oversight and Program Objectives to the Outreach Team Supervisor
* Recruit and retain specialized, professional volunteers.
* Act as a liaison with any private or governmental bodies for contract negotiations, compliance, and service-related issues.
* Represent the program in any community networking meetings to maintain, improve, and seek new partnerships, provide public relations, act as liaison to public and private services and funding groups (maintain networking with others) representing The Salvation Army's interests.
* Oversea an ongoing relationship with current and prospective referral sources.
* Develop and write any policies needed for the program and have them reviewed and approved.
* Review and refine any and all exiting or active polices that do not fall in with program service activities and/or The Salvation Army policies.
* Nurture a strengths-based perspective and a trauma-informed care approach in all interactions with staff, clients, and community partners.

* Oversee offsite activities are safe and withing program compliance.
* Ensure the continued and effective daily operations of the program, problem solve anything that interferes with the program providing service to it participants.
* Ensure all staff are trained and equipped for their roles.
* Ensure intakes and exits follow the policy.
* Use active and compassionate communication skills are they lead a team of professionals
* Maintain records compliance with policy.
* Ensure the program facilities are operational, clean, and in good standing at all times.
* Receive and provide support for emergencies and other emergent concerns for the program at all times
* Communicate with the Executive Director in a regular manner all the emergent concerns that are outside the scope of the program and position.
* Other duties as assigned.

Physical Requirements:
* Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis
* Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead
* Ability to operate telephone Ability to operate a desktop or laptop computer
* Ability to lift up to 50 lbs.
* Ability to access and produce information from a computer
* Ability to understand written information
* Must be able to drive a motor vehicle and be certified to drive with The Salvation Army.
* Works on many projects at once in a semi-open office environment with interruptions and noises from voices, telephones, printers.

Miscellaneous:
The Salvation Army does have a dress code that includes professional dress which is appropriate to the work environment and reflects well on the organization.
