Location: Madison, WI 53707

Job Mode: On-Site

Pay rate: $35 to $40/hour on w2 without benefits

Shift hours: Regular day shift timings.

Job Description:

  • Department is seeking auditing resources to supplement current staffing efforts to perform monitoring of recipients of federal COVID-19 funds awarded and distributed through multiple programs administered by Department and other state agencies.
  • The contractor will provide Department with individuals and resources to review and understand the terms and conditions in the grant agreements for each program and/or memorandums of understandings among Department and state agencies, develop a methodology for review of recipient expenditures, review and analyze expenditure data to ensure expenditures are eligible and within the parameters of Department and program requirements, determine anomalies in spending across recipients and programs, and apply logic and professional judgement in review of recipient expenditures.
  • At minimum, Department estimates the need to test approximately 50 grantees each quarter in the programs it is administering and may require additional testing support in other programs as necessary.
  • The contractor will work in unison with the State to help the State monitor recipients for compliance and determine appropriate action. The State will work with the contractor to define, create, manage, and complete projects associated with the prior-mentioned tasks. The contractor will provide regular updates on the disposition of such projects.


Role & Responsibilities::

  • Developing, documenting, or evaluating methodologies for review of recipient expenditures.
  • Creating, documenting, or evaluating tools to assist Department or other agencies in monitoring recipients and tracking and reporting on the use of funds.
  • Reviewing and analyzing expenditure data to ensure eligibility under Department and grant program guidelines.
  • Providing technical assistance and guidance to Department to ensure that its monitoring policies and procedures are consistent with Department and conditions of the grant programs .
  • Conducting field audits, if necessary, and as prescribed by Department.
  • Providing progress reports in an agreed-upon format and frequency and being available to meet on a regular basis to discuss past events and upcoming needs of the State.
  • Other duties and tasks as prescribed by the State and mutually agreed to by the State and the contractor.
  • The type and number of contractors will vary during the term of the engagement.
  • The State anticipates needing the services of an auditing contractor for twelve months, with the possibility of one twelve-month extension at the State's discretion.
