Job Summary
The Title V Hispanic Serving Institutions ( HSI) Project Director provides leadership, oversight and coordination of a U.S. Department of Education ( USDE) funded five-year grant to create a physical center for activities, support, learning and community engagement on campus; strengthen the capacity of faculty and staff to serve our diverse and ever changing student body; and strengthen resources needed to provide high impact opportunities to our first-generation, low income and Hispanic populations on campus. This is a five-year grant funded position (2022-2027). This position requires attention to detail and the ability to handle emergency situations as they arise in the office, prioritize workloads, read and interpret departmental policies, procedures and instructions, and hear and understand oral instructions from leadership. Effective, cooperative relationships must exist with supervisors, administration, faculty, support staff, and constituents from the community. Functioning in this role is related to university goals and mission attainment.
Salary Range $63,000 - $68,000. This is the expected salary range for this position. The actual salary offered will depend on a candidate's experience and education, and departmental budget.
Essential Functions

  • Oversees implementation of the Title V grant and collaborates with other departments for the promotion of El Centro de la Promesa Azul (The Center for the Blue Promise). This position monitors the management of project components, including the budget, goals, assessment, and deliverables, and will supervise some Title V grant staff.
  • Provides timely and accurate information to the Vice President for Academic Affairs and all constituencies of the University to support critical decision-making regarding project implementation and assists in the development of plans for the institutionalization of new practices and improvements as part of regular university programs.
  • Ensures the maintenance of required records and documentation for the project, the timely submission of all progress reports to USDE and the proper use of project funds, and maintains open, effective communication with the Associate Dean of Academic Success, USDE Project Officer, and the HSI Title V Project external evaluator.
  • Establishes and maintains effective communication channels and procedures to ensure operation of the project remains congruent with its goals and in compliance with USDE rules and federal law.
  • Acts as a liaison between the project and university administration, faculty, and staff, and represents and communicates the project's message and successes to stakeholders.
  • Maintains an understanding of current trends and practices in university academic advising and career counseling.
  • Communicates with the various offices related to student success to help monitor the impact of the grant on our students' progress and engagement.
  • Develops and maintains a project manual to accommodate specific requirements of Title V, such as policies, procedures, staff responsibilities, timelines, and reports.
  • Recommends all expenditures and maintains general oversight of the grant's budget and appropriate utilization of funds.
  • Oversees preparation and monitoring of fiscal reports relating to the project.
  • Prepares and submits an annual report to the USDE.

Other Duties and Responsibilities
  • Performs all other duties as assigned.
Minimum Qualifications

  • Master's degree.
  • Minimum of three (3) years of administrative work experience at the university level.
  • Budget management experience.

Preferred Qualifications

  • Bilingual, fluent in Spanish
  • Quantitative skill and budget management.
  • Prior administrative experience with grant-funded projects, preferably federal grants experience at a public or private university or non-profit organization.
  • Strong interpersonal skills and demonstrated sensitivity to the diverse academic, socio-economic, cultural, ethnic, and disability backgrounds of the student populations in the Elmhurst University service area and surrounding areas.
  • Demonstrated ability to manage large projects, build effective teams, analyze data, write proficiently, and conduct project evaluations.
  • Ability to facilitate collaborative work across university divisions and departments and with the Title V Project's outside evaluator and other divisions in the Department of Education.

Working Conditions/Physical Requirements
Employee is subject to indoor work, protected from weather conditions. Work is sedentary in nature and involves exerting up to 10 lbs. of force occasionally and/or a negligible amount of force frequently/constantly to lift, carry, push, pull or otherwise move objects.
