Responsibilities
GEF Capability Management. Provide the following capability management functions to enable and ensure that the IT systems are controlled, balanced, and aligned to Enterprise needs: * Provide draft Project Schedules, Implementation Plans, Information System Support Plans and Project Spend Plans for NETCOM Capability Manager approval. * Schedule project meetings, provide project management, and support services for NETCOM while providing recommendations for classified and unclassified environments and integration services in coordination with Government personnel to support and implement Enterprise initiatives. These services include support to the following: Enterprise Fabrics, Data Center, Management Services, Network (routing, switching, etc.), Operating Systems, Virtualization, Modular Server hardware, SQL and Oracle Database services, Storage, Backup, Directory Services, Thin and Zero Client. * Plans Support: Support the NETCOM Capability Manager by recommending vision and direction for Army organizations to include formulation of IT infrastructure and services to produce a coherent IT environment to ensure NETCOM can operate, manage, and defend the GEF consistent with, and as a part of, joint and combined forces. The architecture also integrates with the DoDIN-A architecture: integrating with the DODIN-A Infrastructure plans and programs supporting the tactical, operational, and strategic levels of war including the deployed force and the institutional/sustaining base. Lastly it ensures Enterprise-level compliance is achieved for the DODIN-A to include the validation against the current regulations and policies. * Provide project equipment installation, circuit activations, configuration, and migration support. * Maintain knowledge and skill sets in CM, project management, financial analysis, and are certified in ITIL. * Project Scheduling/Implementation Planning: Provide project timeline estimates, create project schedules, baseline schedules, and coordinate project schedule review with the Government. * Develop implementation plans and coordinates project management plan reviews for new and existing capabilities. Draft, review, and provide recommendations for POA&M and other documentation. Identify and recommend resolution of issues for milestone decisions. * Research and review implementation, technical and operational issues, constraints, policies, and procedures. * Monitor and document project implementation activities using established Government guidelines and reporting procedures. Identify any potential changes needed in the project cost, schedule, or performance, notify the Government, and recommend methods for implementing the recommended change. Support change coordination and implementation upon Government approval. * Document gap analysis, staging, installation, testing within the established schedule, operational and costing parameters in support of the assigned capability. * Develop and update Gantt chart that exhibits the program progress and defines specific work required to accomplish the objective. The chart shall include listing of activities, activity duration, schedule dates, and progress-to-date. * Draft a work breakdown structure that identifies a comprehensive and specific way ahead for projects. * Support requirements synchronization throughout the lifecycle of the project (site survey, staging, installation, testing, training), within cost, schedule and performance targets. Identify and report any issues in project meetings to the Government.
Qualifications
Basic Qualifications:
Minimum of 8 years with BS/BA; Minimum of 6 years with MS/MA; Minimum of 3 years with PhD
- Certifications: Information Technology Infrastructure Library Manager's Expert Certificate or higher. Any approved DoD 8140 cyber-related certification in TAB B.
- Possess and maintain Secret security clearance
Capability to collaborate across different enterprises or teams with various stakeholders Excellent organizational and time management skills Working knowledge of IT technology, vendors, and products Ability to display data and metrics in a clear and understandable way Proactive approach in seeking innovative advertising methods for services, in close collaboration with government and contract leadership

Target Salary Range
$80,000 - $128,000. This represents the typical salary range for this position based on experience and other factors.
