Overview
VTG is seeking a Senior Program Analyst to support the Navy and the OPNAV N95 program to support the Manpower and Training department of the Navy This position will be Hybrid at the Pentagon.

Candidate will be primary point of contact at OPNAV N9 programs for POM Program Management, support all of the Program Management Support Services for OPNAV, Essential duties and responsibilities include the following. Other duties may be assigned:

Required Skills:
Bachelors of Science in a quantitative discipline such as mathematics, statistics, business, law, engineering, physical science, business administration, accounting, finance, economics or management information technology. Or Master's degree with 2 years of supporting DoD Manpower & Training initatives 10+ years of general experience highlighting strategic decision-making, complex problem solving, development and implementation of specialized solutions, facilitation of team communication, and design and implementation of business processes and controls. 4 of the years shall include demonstrated expert knowledge of the Navy Planning, Programming, Budgeting and Execution System (PPBES) such as Wholeness Balance Reviews (WBR), PESTONI and Portfolio management, focusing on Manpower and Training (M&T) issues. Must possess expert knowledge and utilization of the following M&T PPBES tools: Program Budget Information System (PBIS), Total Force Manpower Management System (TFMMS), Navy 30-year shipbuilding plan, Navy Manpower Programming and Budgeting System (NMPBS), Business Intelligence Enterprise Edition (BIEE), Total Workforce Management Services (TWMS), Fleet Training and Management Planning System (FLTMPS) Strong written and verbal communication skills Strong MS Office Suite Must have an Active Secret DoD Security Clearance and the ability to sustain one.
Pay Range: VTG's estimated starting pay range is $90,000-$110,000 annually, which is a general guideline for the geographic location. When extending an offer, VTG also considers work experience, education, skill level, market considerations and may possibly include contractual requirements which may cause an offer to fall outside of this range.
