As part of the Talent Acquisition team, the Recruitment and Selection Analyst is responsible for driving all aspects of the full cycle recruitment process, including candidate sourcing, interviewing and selection support, extending offers and onboarding of new hires at Cook County Health (CCH). The Recruitment and Selection Analyst will work closely with hiring managers, providing guidance, collaboration, and effective hiring strategies. MULTIPLE VACANCIES

TYPICAL DUTIES



  • Utilizes the Automated Tracking Application System (ATAS) for applicant selection accuracy.
  • Coordinates efforts with all areas of the Human Resources Bureau to ensure strict adherence to policies and procedures, Employment Plan guidelines and other protocols.
  • Assists Hiring Managers and supports the policies and procedures established by the Human Resources Bureau and CCH. Serves as the subject matter expert on recruitment practice and process.
  • Consults with Human Resources Leadership as well as other management to review policies and identify where changes are needed to ensure that established criteria relative to fair and objective hiring are met.
  • Conducts timely posting and review process of candidates. Validates minimum qualifications of the applicants, in accordance with the job descriptions.
  • Participates in the evaluation and testing of applicants, determine work priorities and train other staff in all operations relative to the recruitment and selections process.
  • May serve as a liaison on special advisory committees which analyze the various components of exams: establishing weighted values, determining testing sites, scheduling exams, preparing exam materials, coordinating oral interviews, producing examination announcements, proctoring exams, rating test applicants and utilizing the ATAS for applicant selection accuracy.
  • Compiles interview documents and submits to hiring department for formal interviews.
  • Ensures pre-employment verification and background checks are reviewed and approved.
  • Extends offers and ensures benefits information is presented to prospective candidates. Accountable for effective hiring, by tracking and trending key metrics from applicant tracking systems to forecast staffing activity.
  • Travels between affiliates of the CCH as necessary to perform job duties.
  • Ability to meet strict deadlines, which at times will require the Recruiter to work additional hours or otherwise diverge from a set work schedule.


MINIMUM QUALIFICATIONS


  • High School Diploma or G.E.D. certificate (must provide diploma at time of interview) and five (5) years' full-time work experience in the field of Human Resources Recruitment and Selections


OR

Bachelor's or higher-level degree and two (2) years' full-time work experience in the field of Human Resources Recruitment and Selections (Official transcripts must be provided at time of interview)



  • A minimum of one (1) year work experience with TALEO or another online applicant tracking system is required.
  • Proficiency with Microsoft Office Word and Excel is required.



PREFERRED QUALIFICATIONS



  • SPHR or PHR certification is preferred.


KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS



  • Extensive knowledge of the principles and techniques related to human resources administration, especially with regard to the posting and selection process and the industry-wide standards used to ensure a fair and equitable approach in such matters.
  • Through understanding of position classification as it pertains to establishing job specifications, i. e. Minimum Qualifications and other job-related requirements, for union and non-union positions to be posted online, or in other format as may be determined.
  • Skill in drafting and interpreting language pertinent thereto and validating prescreening content matches by which individuals seeking employment with the County may submit their applications.
  • Ability to interact effectively with County personnel, including department heads, in connection with clarifying characteristics of the job and resolving discrepancies over qualifying factors to be included in the posting.
  • Skill in interpreting employment policies and procedures as determined by the County and as set forth in the Employment Plan, or in connection with collective bargaining agreements; ability to apply such guidelines to all aspects of the recruiting and selections process so as to ensure full compliance with such orders.
  • Skill and experience in the use of PC based software applications; ability to learn and effectively use the County's ATAS and participates in ongoing training seminars. Ability to interpret and apply information captured by the system as regards the applications process.
  • Good communication skills; ability to share information with others and provide guidance and direction to others in connection with the above job duties. Ability to interview others in order to identify the duties, responsibilities and other key factors of a position.
  • Skill in working as part of a team; ability to assume responsibility for key elements of a major project or undertaking in which a thorough knowledge of human resources principles and operations is essential.
  • Knowledge of the basic principles underlying collective bargaining and their relevance to the promotion and selections process.
  • Knowledge of computer programs such as Microsoft Office Suite to create and manage documents and forms.
  • A thorough understanding of Cook County Government employment procedures and practice
  • Knowledge of the principles of performance testing and assessment methodology. Understands the principles, purpose and methods of testing, statistical analysis and interpretation of results; skilled in giving instructions, proctoring exams and assisting participants with their understanding of the process.
  • Skilled in maintaining records and preparing detailed reports.
  • Ability to supervise other professional staff and take charge of special tasks and projects as required. Ability to train subordinates for departmental projects.
  • This position requires traveling to work assignments for which the employee must provide his or her own adequate means of transportation.
