We are currently seeking a Senior Security Analyst to join our team in Albany, New York (US-NY), United States (US).

The Senior Security Analyst will report to the Project Director for the Division of Operations and Systems and have responsibility and oversight of security, privacy, and compliance for the Medicaid Transformation program. The mission of the program is to implement eligibility determinations for the Medicaid complex (Non-MAGI) population utilizing industry best practices, proven frameworks, and modern technologies. New York State will automate as much of the determination process as possible thereby reducing the need for human intervention and in person assistance to the Medicaid complex population.

The incumbent will serve as a key point of contact for federal, state, and private entities that impact the security, privacy, and compliance of the Medicaid Transformation program. The incumbent is expected to manage state and consultant resources and set priorities for these resources.

Specific duties will include but not be limited to the following:

  • Directs, leads and performs comprehensive evaluations and operational risk assessments related to the Medicaid Transformation program.
  • Directs and coordinates the development and implementation of policies, procedures, and internal controls to support the Medicaid Transformation program in the areas of security, privacy, and compliance.
  • Plans and oversees security training, incident reporting, vulnerability management and cyber security policies related to the Medicaid Transformation program.
  • Directs and oversees the development and implementation of data sharing agreements, forms, documents, processes and procedures related to the Medicaid Transformation program.
  • Works collaboratively with the Division of Legal Affairs, business stakeholders, technology stakeholders and external entities to evaluate risk and ensure the security and privacy of data and applications in scope for the Medicaid Transformation program.
  • Compiles, reviews and approves progress reports that describe project status including technical, fiscal, and staffing issues.
  • Monitors vendor compliance with contracts for services while resolving problems as needed.
  • Oversees, manages, and monitors activities performed by staff, contractors and consultants:
  • Communicates verbally and in writing with a variety of individuals including management, users, vendors and other technology staff.
  • Negotiates between program managers, technology staff, vendor personnel, and stakeholders to reconcile differing priorities.

Minimum Qualifications

Bachelor's degree

Minimum eight years ofinformation technology experience in systems development as a developer, analyst, or project maanger in large scale enterprise-wide systems comparable to the NY State of Health (NYSOH)

Minimumthree of these years overseeing and managingsecurity, privacy, and compliance

One or more industry standard security certifications such as CISSP, CISA, CISM, Security+, or other relevent industry standard certifications.

Ability to be onsite in the Albany office 50%

Preferred Qualifications

  • Demonstrated experience managing vendors, including monitoring of service level agreements and adherence to contract terms.
  • Demonstrated experience working in health and human services at a national, state or local level as well as experience working with Medicaid programs in New York State.
  • Demonstrated experience in information technology, cyber security and managing security resources.
  • Demonstrated experience developing and handling security and privacy policies, data sharing agreements, contracts, and legal documents.
  • Demonstrated experience leading security, privacy, and compliance deliverables for large healthcare information system projects (e.g., planning, design, development, implementation, and operation) to ensure deliverables are on-time, on-budget, within scope and meets stakeholder needs

Where required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this remote role is $97,132- $140,000. This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on a number of factors, including the candidate's actual work location, relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and/or company performance.
