POSITION SUMMARY:

The Firearms Compliance Manager will oversee firearm licensed locations (U.S and Canadian) firearms compliance, operations, ATF/CFC, and state regulatory compliance standards set by the governing agencies. This will include Bass Pro / Cabela's Standard Operating Procedures (SOP), all aspects of firearm acquisition and disposition, sale, transfer, distribution and purchase of regulated firearms, safe handling of firearms, licensing, and registration.

The role is open to onsite at base camp or a base camp remote office from one of our store locations.

ESSENTIAL FUNCTIONS:

  • Assures firearms licensed facilities ATF or CFC compliance processes and procedures are in adherence to Federal, State and Local Laws, ordinances and regulations through detailed compliance inspections at Bass Pro / Cabela's licensed facilities. Analyze results of Federal (ATF F 4473, 3310.4, 3310.12, 3310.6, 3310.11) and state required paperwork, and internal documents to determine licensed facilities standing.
  • Builds and develops communication and training content for overall firearms compliance program health through technologies and directives that lead to enhanced firearms compliance in all Bass Pro / Cabela's Federally Licensed Facilities in the U.S. and Canada.
  • Directs and supports licensed facilities ATF or CFC Compliance program as a trusted resource for questions related to legality of firearm acquisition, disposition, and transfer related scenarios.
  • Performs administrative duties and oversight of electronic systems supporting the acquisition and disposition book (A&D Book), and electronic ATF / state required forms related to transfer of firearms.
  • Acts as the liaison for the licensed locations with the ATF/CFC regulatory compliance divisions.
  • Provides direction regarding both U.S. and Canada regulatory compliance expectations, inspections, training, and partnerships, to develop SOP's, training, inspections, field communications, and customer experience to facilitate firearms sales growth that are in line with maintaining an industry leading level of firearms compliance.
  • Reviews all compliance inspection store responses and ensure the proper action item steps and timelines are established by the licensed location.
  • Assists with any regulatory and Law Enforcement related internal or external firearms investigations.
  • Maintains and ensures timely renewal of FFL/FEL and state licenses, Responsible Persons List for ATF and licensed locations.
  • Assists in providing guidance and consultation to Bass Pro / Cabela's Regional Team(s) on risk mitigation and support for licensed locations.
  • Contributes to Bass Pro / Cabela's overall firearms regulatory compliance by staying current with Federal, state and local laws and regulations.Partners with Retail Firearm Project Manager and all business stakeholders on any required changes to SOP's, or internal forms.
  • ALL OTHER DUTIES AS ASSIGNED

KNOWLEDGE, SKILLS, AND QUALIFICATIONS

  • Minimum Degree Required: Bachelor's Degree in Related Field
  • Extensive knowledge of federal firearm laws and regulations. (ATF & CFC) required
  • Prefer first had knowledge of how to conduct ATF/CFC inspections required
  • Leadership experience and a strong understanding of how to identify, mentor and develop talent.
  • Retail, distribution, import and export knowledge of firearms is critical in this role.
  • Must be legally able to purchase and possess firearms

TRAVEL REQUIREMENTS:

  • 50-75%

PHYSICAL REQUIREMENTS:

  • Regular computer work, and sitting
  • Occasional walking, standing, and lifting

INDEPENDENT JUDGEMENT:

  • Develops objectives and general policies and procedures for a specific program or functional area of responsibility within general scope of established operational goals and plans. Day-to-day work and decisions do not require direction or review by immediate supervisor. End results are reviewed by supervisor.
