UCPath is the University of California's shared services center in Riverside, CA. UCPath manages the payroll, benefits, and other human resources transactions for more than 200,000 UC employees working across ten UC campuses, six health centers, three national labs and more. Position Summary
The Budget Analyst gathers and interprets financial information effectively and forms data into meaningful and concise analyses while considering a broad range of interdependent issues. The Budget Analyst identifies areas for change and makes recommendations while managing multiple demands and competing priorities. The candidate will act as a liaison between UCPath's cost centers/departments and the Finance team in meeting all budget/financial deliverables and requirements.

Key Responsibilities

  • 35% Coordinating the delivery and completion of various budget tasks assigned to different team members and proactively following up for status updates. Completing various financial reconciliations between systems, researching and resolving discrepancies. Validating budget information and researching variances. Reviewing and analyzing the budget to identify trends and make recommendations.
  • 25% Working closely with Managers and Directors to gather budget data for new projects, processing project funding requests and monitoring funding levels on an ongoing basis. Managing the forecast for the travel GL and working with UCPath Team members to adequately forecast, re-class charges as needed and minimize variances. Preparing and reviewing the annual budget and monthly budget vs. actual analysis and making budget presentations to department heads and leadership team. Generating various budget templates including reforecasting templates, annual budget planning templates.
  • 15% Providing support to UCPath's Executive Director and Finance Manager in the development of long-range and strategic plans for UCPath's operational financial resources and staffing. (Maintenance of the UCPath Cost Allocation Model/Budget and UCPath's Technical/Project spend/tracking). Responsible for accurate and timely reports; developing and maintaining multiple staffing reports for various groups.
  • 15% Coordinating budget communications and ensuring all communications, templates and reports are saved in the appropriate repositories. Developing process flows and process improvements to help streamline operations. Performing database management functions and maintaining integrity and accuracy of the reporting system (TM1) and Budget Development System (BDS) for UCOP annual budgeting process. Coordinating the review and approval process and payment of invoices. Serving as liaison with UCOP Business Resource Center (BRC) to submit payment requests and purchase requisitions.
  • 10% Establishing a system to review and approve/pay 100% of invoices between all campus locations. Performing other duties and special projects as requested.

Experience
Required Qualifications

  • Bachelor's degree in accounting and/or finance; a minimum of three (3) years budget, accounting or finance experience; or an equivalent combination of experience and education.

  • Must be proficient in use of Microsoft Office and common desktop/web applications.

Flexible, able to adapt to a changing environment and changing requirements. Strong time management skills and ability to prioritize and manage multiple deliverables with varying levels of urgency.

  • Ability to prioritize, streamline and accomplish assigned projects.
  • Ability to provide high quality work utilizing highly developed and effective communication (written and verbal), project management, time management, and collaboration skills.
  • Ability to accomplish assigned projects without compromising the integrity of UCPath and/or University of California policies and procedures.
  • Ability to maintain flexibility and quickly address changing priorities.
  • Ability to appropriately handle confidential matters and material.
  • Ability to provide excellent service with integrity.
  • Ability to think strategically and focus on the accomplishment of UCPath mission and priorities.

Preferred Qualifications

  • Working knowledge of TM1 financial system. Shared Service Center experience. Annual budget planning experience a plus.

Education

  • Bachelor's degree in related area and/or equivalent experience/training.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.

ADDITIONAL INFORMATION

This position will work a hybrid schedule which includes a combination of working both onsite at UCPath in Riverside and remote in California.
