Liability and Insurance Coordinator I: $79,959.36 - $96,008.64 Annually
Liability and Insurance Coordinator II: $91,694.72 - $110,319.04 Annually


The County of Santa Barbara's County Executive Office is currently accepting applications to fill one (1) full-time vacancy for a Liability and Insurance Coordinator in Santa Barbara, California. The Liability and Insurance Coordinator is a working title for the Department Business Specialist job classification. This role requires onsite work, but after initial training there is potential for a hybrid remote work schedule, depending on departmental needs. Onsite work for a minimum of two days per week will be required.

The County Executive Office's Risk Management Division supports the public good by providing direction to all County departments in identifying, assessing, mitigating and monitoring risks to protect the County's human, fiscal and capital assets. Risk Management's main functions include Workers' Compensation, General Liability and all County insurance programs, Disability Management, Occupational Health and Safety programs.

The candidate selected for this vacancy will bring a high level of professionalism, knowledge, and energy to the team. This position will execute and manage a broad range of risk management programs, functions and initiatives. Under general direction, the incumbent will supports departmental staff in the proper and efficient application of business process, fiscal, and/or information system analysis in order to improve the service delivery of programs; analyzes and reports on program requirements and performance; and performs related duties as required.

  • Strong Interpersonal Skills:
    • Excellent communication skills and the ability to establish and maintain effective working relationships with public officials, supervisors and department heads
    • Demonstrable ability to thrive within the unit and work collaboratively with various units within the organization
    • Exceptional written and oral communication skills to present/communicate to a group, including executives, managers, and County employees
  • Strong Analytical/Presentation Skills:
    • Ability to compile, organize, analyze and interpret data
    • Demonstrable experience to prepare written reports, summaries and ability to create data visualization
    • Ability to analyze and identify issues and propose recommendations
    • Strong Organizational Skills:
      • Possess ability to work with minimum supervision
      • Demonstrable experience in managing several projects simultaneously
    • Project Management and Data Analysis Experience
      • Minimum of 2 years of experience with data collection, analysis, database management and data visualization and reporting
      • Knowledge of software applications and/or languages utilized for extracting, presenting, and/or analyzing data (e.g. SQL, Excel, SAS, Visio, Smartsheet, etc.)
      • Experience in performing program evaluations, developing outcome measures, and designing surveys
      • Proficiency in use of the Microsoft Office software suite

Examples of Duties

Examples of duties for this assignment:

  1. Establishes and facilitates effective relationships with departments and provides project management support in areas of assigned responsibilities.
  2. Serve as a resource for internal and customer data requests, ensuring that data is presented in a consistent and professional fashion, requested analytics are accurate, thorough, and applicable, and that appropriate controls are followed for all external releases of data.
  3. Participates in meetings and presents data to assist managers in making operational and administrative decisions
  4. Assist with insurance applications and claims processing.
  5. Develops, builds, and maintains reports that contain actionable metrics to monitor the performance of business operations
  6. Develops written procedures to implement adopted policy or to clarify and describe standard practices; coordinates the development or revision of policies and procedures to support new processes and systems, reduce costs, enhance revenue, and maximize service levels; evaluates organizational impact of changes; prepares response strategies; designs and improves forms; and coordinates publication and dissemination of such material
  7. Assesses agency programs, facilities, property, worksites and develops recommendations and programs for loss prevention
  8. Researches and analyzes rules, regulations, legislation, and procedures to determine their impact on organizational processes, procedures and County operations to maintain compliance with related Federal/State laws/regulations
  9. Reviews all Risk Management processes and implements Business Process Reengineering, as needed
  10. Serves as liaison with clients and representatives of private businesses, state and/or federal agencies, and other County departments to coordinate special projects and to provide specified administrative services such as countywide newsletters, budget reports generated from automated financial systems, or contracts for services based on an analysis of program needs and available funding

Employment Standards

The core competencies listed HERE and the ability to immediately demonstrate these competencies consistent with the position's level in the leadership series and the specific work assignment AND

  1. Possession of a bachelor's degree in business administration, marketing, political science, public administration, economics, communications, organizational business management, accounting, project management, or in a specific area of study related to assignment (this is typically determined at the time of recruitment); OR,
  2. Possession of an associate's degree in business administration, marketing, political science, public administration, economics, communications, organizational business management, accounting, project management, or related field AND two years of experience that would demonstrate basic knowledge of (a) fiscal management, budgeting, grant preparation and monitoring, and contract management; (b) automated systems; or (c) program business systems used by the hiring department such as Claims Management Systems and Processes; OR,
  3. Four years of experience that would demonstrate basic knowledge of (a) fiscal management, budgeting, grant preparation and monitoring, and contract management; (b) automated systems; or (c) program business systems (Claims Management Systems and Processes) used by the hiring department such as Claims Management Systems and Processes; OR,
  4. A combination of training, education, and/or experience that is equivalent to one of the employment standards listed above and that provides the required competencies.

Additional Requirements:
  • Independent travel throughout the County and state may be required.
  • Possession of a valid California Class C Driver's License may be required.
  • Fingerprinting for the purpose of a criminal record check as authorized by Section 16501 of the California Welfare and Institutions Code and Section 11105.3 of the California Penal Code may be required for some positions.


Supplemental Information

  1. Review applications and supplemental questionnaire: Applications will be reviewed to identify those candidates who meet the employment standards.
  2. Supplemental Questionnaire Ranking: Responses to the required supplemental questionnaire will be evaluated and scored. Candidates' final score and rank on the eligibility list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than 11 qualified candidates.
Candidates must receive a percentage score of at least 70 on the supplemental questionnaire ranking assessment to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive written notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.

Conditional Job Offer: Once a conditional offer of employment has been made, the candidate will be required to successfully complete a background check, which includes a conviction history check, and satisfactory reference checks. The appointee will be subject to a post-offer medical evaluation or examination. The appointee must satisfactorily complete a one-year probationary period.
