Job Summary

This position serves as the recognized UCSF subject matter expert on fire and life safety in campus design and construction. Under the terms of a formal Memorandum of Understanding (MOU) between the University of California and Cal Fire - Office of the State Fire Marshal (OSFM), the incumbent serves as an OSFM-Designated Campus Fire Marshal (DCFM) to act on behalf of OSFM to do specialized plan review and field enforcement work; consults with fire officials, architects, engineers, contractors, and campus staff on problems of fire and panic safety in the design, construction, and operation of buildings and facilities at UCSF. This position will guide those subordinate staff in providing such support to construction projects as well as general fire and life safety inspections; cooperates with other public agencies on mutual problems relating to fire safety; reviews reports and recommendations of field inspectors and prepares letters of instruction and recommendation to owners; conducts training meetings for field personnel; maintains records of plan reviews and inspections made; supervises personnel in following up enforcement of laws and regulations of the OSFM; trains new personnel on inspection work and enforcement and evaluates their performance; makes special field inspections with personnel in unusual or controversial problems. Receives assignments in the form of broad objectives, and determines how to use resources to meet schedules and goals. Proactively assesses fire and life safety risks, and proposes, develops, and oversees implementation of policies and procedures to assure awareness of and compliance with UCSF and regulatory requirements.

This position is key member of the EH&S Fire and Life Safety Team, serving as the subject matter expert for Title 19 & 24 California Code of Regulations on fire and life safety issues. This person has delegated authority to act on behalf of the OSFM to approve/deny activities that may impact campus' core missions. The OSFM-DCFM creates and implements programs, directs program development, provides compliance consultation, supervises subordinate staff, and is the UCSF expert associated with fire prevention codes, policies, laws, and regulations. This position provides mentoring and technical guidance to other employees on the EH&S Fire and Life Safety Team.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $113,500 - $258,100 (Annual Rate).

Department Description

The UCSF Office of Environment, Health and Safety (EH&S) provides safety and compliance guidance to all UCSF operations and facilities, including activities across both the Campus and the Health System. Under formal Memorandums of Understanding (MOUs) with both the Office of the State Fire Marshal (OSFM) and the Office of Statewide Health Planning and Development (OSHPD), EH&S Fire Prevention staff perform plan review, construction inspections, existing building inspections and other work on behalf of OSFM and OSHPD, providing reviews and code enforcement on behalf of the agencies. Other EH&S staff provide expert consultation and other services related to bio-safety, chemical safety, radiation safety, workplace safety and ergonomics, industrial hygiene, environmental protection and spill response.

Required Qualifications

• Bachelor's degree (BA/BS) in Fire Protection or Fire Science, engineering, chemistry, physics, and architecture or related field.
• Or
• A.S. degree in Fire Protection or Fire Science, engineering, chemistry, physics or architecture equivalent and two (2) years of equivalent related work experience / training.
• Or
• Four (4) years of equivalent related work experience / training.
• Additional qualifying experience may substitute for education on a year-for-year basis related area and / or equivalent experience / training.
• Designation as "Designated Campus Fire Marshal (DCFM)" by the Office of the State Fire Marshal (or ability to attain this designation within 3 months of hire as a condition of employment
• Certifications from OSFM - CA Fire Service Training & Education System for Fire Prevention Officer 3, Fire Inspector 1, Fire Inspector 2, Fire Plans Examiner, or Fire Marshal (or equivalent)
• Expert knowledge and skill in applying and interpreting applicable local, state, and federal regulations including the California Health & Safety Code - Titles 8, 19, and 24, California Building Standards Codes including California Building Code, California Fire Code, California Mechanical Code, California Electrical Code, California Plumbing Code and NFPA standards in the areas of fire protection, life safety and panic safety. This includes legacy codes and standards as necessary
• Expert knowledge in the application of fire protection engineering, safety engineering, loss prevention and risk management principles
• Advanced written, verbal and interpersonal communications skills, including advanced political acumen and skill to deal with diverse constituencies in a highly political environment
• Advanced analytical skills and ability to organize, prioritize and manage the successful completion of high-level and potentially complex projects within budget and time constraints
• Expert skill to effectively represent the organization to local, state and federal authorities, and community groups
• Ten (10) or more years of relevant work experience
• Four (4) years of recent, full-time construction plan review and/or technical inspection experience o supervision of general construction projects for fire and life safety compliance in a public or private fire prevention agency
• Expert skill to appropriately use technology and relevant scientific equipment as required
• Proven knowledge and expertise in the management of programs and personnel delivering technical and emergency services
• Significant experience performing a combination of fire prevention inspections, plan review, and construction inspections in a California local or state entity responsible for fire and life safety code and regulation enforcement
• Proven experience in the creation, development, and implementation of effective programs, projects, and initiatives to meet assigned goals
• Proven organizational and customer service skills to effectively manage multiple priorities
• Skill to effectively communicate with diverse constituencies and senior campus management. Proven and solid communication skills including: verbal and written, active listening, critical thinking, persuasiveness, advising and counseling skills
• Proven skills to quickly evaluate complex issues, identify resolution, and create effective written, comprehensive analyses with recommendations
